Payment of Disciplinary Fines

The fines for various offenses are listed on Parking and Transportation’s website. These fines are to be appealed or paid within five (5)** calendar days online through the parking portal.

For students and faculty/staff, if no action is taken within five (5)** calendar days, fines must be paid directly to Bursar Operations, 125 Thomas Boyd Hall, or online by paying Billing Statement via Workday Student or through faculty/staff payroll deduction.

There will be no exceptions if no action is taken within the five (5)** calendar day period. For non-affiliates, if payment is not received within sixty (60) business days, the account may be sent to collections.

**The "5 day" appeal window will be in effect starting Spring 2026. We advise our patrons to start practicing the "5 day" time frame to be prepared for the switch, which will start January 1, 2026.

  1. Appeals must be submitted through the proper channel. Failure to submit an appeal through the proper channel will result in automatic dismissal of the appeal. (Please see how to section below)
  2. If one appeals the citation, we cannot accept payment until the request has been approved/denied.
  3. If one pays for the citation, they waive their ability to appeal the citation.
  4. Diagrams, photos, and other supporting documentation must be submitted with the initial appeal. No additional information will be accepted after the initial appeal.
  5. If your appeal is granted no further action is required on your behalf.
  6. If your appeal is rejected or reduced by half, you will be responsible for the balance due in addition to the $5.00 processing fee. If you are a permit holder, the citation and the processing fee will be applied to your billing statement.
  7. There are no exceptions to these rules.
  8. All decisions made by the appeal board are final.

Substantial Reasoning and Evidence

When submitting an appeal, there must be significant and valid evidence that a parking violation was not committed. Valid documentation must be provided with the initial appeal. The appeals board will not accept additional information after the appeal has been submitted. For metered-space violation appeals, please submit your receipt or the last four digits of the credit card used for payment, including payments made through ParkMobile. Note that copies of bank statements will not be accepted and should not be submitted with an appeal.

The following list of reasons are considered frivolous and will NOT be valid grounds for an appeal:

  • Lack of knowledge of the regulations
  • No other place to park/not enough spaces
  • Late to class or appointment
  • Other vehicles were parked incorrectly
  • Only parked [illegally] for a short time period
  • Inability to pay citation amount
  • Failure of parking officer to ticket previously for similar offenses
  • Inappropriate Language

Appeals Board System

LSU Parking & Transportation Services is committed to ensuring fairness and transparency in the citation review process. To support this commitment, the appeals system is organized into three tiers, providing individuals with a structured pathway to seek resolution based on the nature and complexity of their citation concerns. 


Each tier is designed to address specific types of appeals, ranging from straightforward administrative errors to more complex or disputed cases. This multi-tiered approach ensures that all appeals are reviewed thoroughly and equitably. 

  • The first level of appeal is administered directly by LSU Parking & Transportation Services and is intended to address straightforward citation concerns. This tier includes review of the following:
    • Violations of Appeals Rules and Regulations
    • Frivolous Appeals Reasoning (add hyperlink)
    • Citation and enforcement errors
    • Proof of payment or parking validation within 48 hours
    • Examples include ParkMobile, Off-street, or permit purchase confirmation (Permit purchase within 48 hours of the first unregistered citation being issued)
  • Citations only eligible for first-level review:
    • Fire Lane
    • Handicap Space
    • Unregistered
    • ADA Unregistered
  • Once a decision is made at this stage, the decision made is final.

  • Appeals that involve more complex or questionable circumstances are escalated to the Citation Appeals Board, a volunteer, anonymous panel composed of students, faculty, and staff. This board provides a balanced and impartial review of cases that require further consideration beyond the initial administrative level.
    • Once the board decides, the appeal process concludes at this tier. All decisions made by the Citation Appeals Board are final.

  • In certain cases where further clarification or discussion is necessary, individuals may be granted permission from the Appeals Board to request and present their appeal in person. This tier is reserved for cases that require direct engagement to ensure a fair and thorough resolution.
    • Note: If a final decision has been made at Tier 1 or Tier 2, the appeal process is considered complete, and requests for an in-person appeals presentation will be denied

In-Person Appeal Guidelines

  • If you qualify for an in-person appeal, you will be allotted five (5) minutes to present your case to the Citation Appeals Board. Please note:
    • Decisions will not be made during the hearing. The board will review your appeal following the presentation, and you will receive the final decision via email.
    • This is the final step in the appeals process. Once the board renders a decision, no further appeals will be accepted.
    • Request Deadline: You must request an in-person hearing within two (2) business days of receiving the original decision.
    • Only the individual who received the citation is permitted to request and attend the in-person appeal.
    • Diagrams, photographs, and other relevant materials may be presented during your hearing.
  • The Appeals Board reserves the right to dismiss individuals from the meeting if they:
    • Become irate or disruptive
    • Use vulgar or inappropriate language
    • Engage in any form of physical aggression
    • If you do not attend your scheduled hearing, the original appeals decision will remain in effect. A $5.00 no-show fee will be added to your citation balance.
